No. PayPal World does not charge fees to consumers or merchants.
No. If your preferred digital wallet is onboarded on to PayPal World, you could make payments via the PayPal World platform. However, depending on your country’s data privacy regulations and your wallet provider’s policies, you may need to provide consent before transacting via PayPal World.
No, there will not be a PayPal World app. Users will continue to use their existing digital wallet apps (e.g., WeChat Pay, Mercado Pago, any Indian digital app on the UPI network) to make transactions via the PayPal World platform.

PayPal World provides several benefits to merchants
- PayPal World enables merchants to expand their international reach to billions of additional digital wallet users beyond those supported by their current wallet processor.
- Most merchants can accept payments from PayPal World participants without the need for additional integrations. Existing integrations with your wallet platform, such as PayPal, can be used to access PayPal World, provided you’re on the latest version.
- Gain the ability to unlock strategic use cases such as Agentic commerce, subscriptions for cross-border users, among others.
PayPal World will not charge merchants any fees to accept payments as there is no contractual relationship between merchants and PayPal World. Merchants will continue to maintain their contractual relationship with their wallet platform / processor / acquirer (e.g., PayPal) who will determine fees charged to merchants.
Merchants don’t need to directly onboard with PayPal World. Once your wallet platform / processor / acquirer is onboarded onto PayPal World as a participant, and your processor / acquirer enables the relevant integration with PayPal World, all merchants integrated with that processor / acquirer will be ready to accept payments via PayPal World. Merchants generally will not need to add any new integrations to enable this. You should work with your processor / acquirer to understand when they will be integrating with PayPal World and what the ramp plan is.
If you are onboarded onto PayPal Checkout, reach out to your relevant PayPal representative.
If you are not integrated with a PayPal World participant, you would need to register with a PayPal World participant first.
Note that the contractual relationship of merchants will continue to be with their wallet platform / processor / acquirer, not with PayPal World. Your wallet provider (e.g., PayPal) will have a contractual relationship with PayPal World.
Merchants generally will not need to add any new integrations to enable transactions via PayPal World. Once your wallet platform / processor / acquirer onboards with PayPal World as a participant, you will be eligible to accept payments via PayPal World.
Some processor / acquirers may require you to opt-in to PayPal World transactions while others may automatically enable PayPal World transactions. This decision lies solely with your processor / acquirer.
Most PayPal merchants will be automatically enabled to accept PayPal World transactions without any additional integration. Eligibility requires the latest PayPal integration.
Having a PayPal merchant account is not a requisite to accept payments via PayPal World.
If you are a merchant on another wallet platform / processor / acquirer that is a participant on the PayPal World platform, you will be able to accept payments via PayPal World as well.
PayPal World will be governed by a set of rules that seek to manage risks to participants, their users and merchants. However, risks will be similar to using any existing cross-border payment platform.
The risks associated with PayPal World are not expected to differ from those already present in existing cross-border payment services (e.g., credit card schemes or networks). Participants are responsible for authorizing and authenticating transactions initiated by their own users.
Merchants should reach out to their wallet or platform service provider for further details on the disputes, fraud management, and chargeback process. That wallet provider can initiate a dispute with PayPal World, which will then facilitate a dispute resolution process with the buyer’s wallet provider.
For any disputes / chargebacks, merchants will continue to work with their own wallet provider irrespective of the sending wallet.
Merchants may reach out to their wallet or platform service provider for further details on the disputes, fraud management, and chargeback process.
Rather than having to integrate multiple APMs (alternative payment methods), PayPal World provides you with the opportunity to do a one-time, single integration into a global platform that will continue to grow as we potentially explore more participants.
PayPal World platform rules apply only to wallet participants. Merchants cannot be exempt from, or make changes to, these rules. Merchants should contact their wallet acquirer or provider with any questions related to PayPal World’s platform rules.
Yes, you can accept payments via PayPal World if your wallet or platform service provider is a PayPal World participant.
You can only accept payments via PayPal World if your processor / acquirer is a participant of PayPal World. For example, if you process payments through PayPal, you will be able to accept payments via PayPal World as PayPal (as a wallet) is a participant of PayPal World. If you use FIS for payment processing, you will not be able to accept payments through PayPal World as FIS is not a participant of PayPal World.
The decision of which wallets to enable (to accept payments) lies with your wallet platform / processor / acquirer. Merchants need to contact their processor / acquirer (who is a participant of PayPal World) if they wish to limit payment options.
To be able to get access to nearly 2 billion additional consumers via PayPal World, merchants need to be on the latest PayPal integration.
Online Merchant FAQs
PayPal World will only provide high-level guidance on what the brand mark usage should be. The actual user interface and experience can vary by merchant, depending on your wallet platform requirements.
Customers will be informed about where they can pay via PayPal World through marketing efforts in various markets.
International shipping is not required to accept cross-border payments. If you are not offering international shipping then international customers traveling locally can still make payments to you through PayPal World.
In-store Merchant FAQs
You can accept payments from PayPal World participating wallets via your existing QR-codes which the consumers can scan via their app to pay. No changes are required to accept in-store payments via QR code.
In the future, an NFC solution, where customers can tap to pay using their mobile device is also envisioned.
The QR codes will be existing QR that you are already using today. Both static and dynamic QR codes will be acceptable.
The PayPal World team is working to detail out branding guidelines and create consumer-facing branded materials (such as point of sale materials) to help support marketing and communication efforts.

PayPal World is an interoperable cross-border platform that will enable consumers and merchants to use different wallets to transact with one another. It is a cross-border payment platform, with a vision of supporting reliable, secure, and efficient cross-border payments.
PayPal World provides an interoperable cross-border platform that connects wallets and platforms under a common framework. When participants join PayPal World they agree to operate according to a set of rules / operating guidelines (e.g., All participants transacting on PayPal World must comply with AML obligations).
The platform enables 3 primary use cases:
- Online – offering consumers the ability to pay merchants online using their home wallet.
- In-Store – offering the ability to pay merchants by scanning a different digital wallet’s QR than the consumer’s home wallet.
- P2P (Coming soon) – offering the ability to seamlessly send/receive money to/from users outside the sender’s own digital wallet ecosystem using a phone number, e-mail address, or other Proxy ID.
PayPal World will offer an enhanced proposition for customers and merchants, with a more expansive vision across use cases and geographic focus.
- Coverage at full ramp: In addition to the immense scale of merchants and users that future foundational participants will potentially bring to the platform, PayPal World aims to enable XB interoperability for more than 430 M existing PayPal and Venmo consumer and merchant accounts.
- Use cases: PayPal World aims to enable a more complete set of use cases (Online XO, P2P, and in-person) than what other services offer. For example, Alipay+ enables Online XO and in-person QR while Visa+ enables B2C and P2P.
- Reach: We aim to enable cross-border transactions globally across the US, Europe, Asia, Africa, and LATAM. Alipay+ is predominantly concentrated in Asia with limited presence in other regions. Meanwhile, Visa+ is only available in the US.
- Relevance: For Online XO use case, PayPal World aims to enable functionality to the participants’ merchant base, while for example, Alipay+ only activates Alipay merchants (primarily as an inbound C2B mechanism).
PayPal World already has a strong starting point to compete due to PayPal wallet which itself is a global digital wallet platform.
PayPal refers to the digital wallet and payment service that allows you to link your bank account, debit card or credit card to a PayPal wallet or to top up a PayPal wallet (depending on market availability), and spend at online merchants that accept PayPal at checkout. It also allows you to send money to individuals also using a PayPal wallet.
PayPal World refers to the platform that offers interoperability for cross-border transactions between digital wallets and other platforms (e.g. a payment network) that are onboarded on the PayPal World platform, of which PayPal is one of the participants. This will be a separate entity and will function without any direct end-user interface. This will allow users to send money from their PayPal wallets to another digital wallet (Wallet “A”) that is also integrated into PayPal World. Similarly, it allows users to use their PayPal wallets to pay online merchants that previously only accepted Wallet “A”. It will also allow users to send money from Wallet “B” to Wallet “C” or Platform “D”, without any involvement of PayPal (the wallet) in the transaction.
To send or receive a payment through PayPal World, you must have an account with a digital wallet or other platform that is a participant on PayPal World , and the wallet must have enabled PayPal World within the select geography.

Exact functions (e.g., online shopping, P2P) and geographies activated are subject to each participant’s discretion.
Our long-term goal is to build a global platform of wallet / platform service provider participants with coverage across 50+ top corridors and countries, driving convenience for consumers (‘making payments as easy as sending a text’) and greater cross-border acceptance for merchants.
Yes, PayPal Network Pte. Ltd. is a Singapore incorporated company that is ultimately owned by PayPal Holdings, Inc., our US holding company.
PayPal Network Pte. Ltd. is a separate legal entity from the existing PayPal entities that offer PayPal digital wallet and payment services.
It will operate the PayPal World platform under the PayPal World brand and will perform operator, processor, and settlement functions for the PayPal World platform. It will be this separate entity that enters into the participation agreement with participants.
No. PayPal World does not currently support domestic transactions.
